(OK, one question at a time and I will try to be as specific and detailed as best I can.)

Is there a feature or extension to create a screen background that fills the entire screen, full width?
This would set behind everything else. When the page is smaller than the screen width you would see it between the edge of the page and the edge of the screen. It would have nothing to do with a page, header, footer, grid, layer or any other object that has a background option. Not asking for a work around, how to do or want to use a shape. It's a simple yes or no. And if there is not one, can a feature/object be added or an extension made. (Made a donation a couple of months ago and willing to help again or pay for an extension, no problem.)

Go to Page -> Page Properties -> Style

under 'Background' choose image, select your image, no repeat, in the blank drop down choose 'cover' and set the alignment of the image. I typically use center, center.
