data protection & privacy info

I notice that with the new data privacy and collection laws that many sites now employ a pop-up when you first visit the site that outlines their policy on data and privacy.

its a notice that briefly describes the websites policy and provides a facility to close the message and continue on to the site.

Is there a facility in the WYSIWYG program to do this?

Check out the Cookie Control & Cookie Policy extensions

The latter being a simple pop up information box - http://www.wysiwygwebbuilder.com/cookiepolicy.html

Although the cookie policy will suffice to a extent new laws passed take it further and you being the designer have to put these in place. The new laws make it that the user can opt in/out of what cookies the wish to use or not.. See my post regarding this and the link.
