Can any code in userlogin.php be changed
Is it possible to add a couple lines to the userlogin.php file that is generated, but make it so the lines are always included in the file and not have to be redone each time. For example, is there a template of the login php code that gets generated so I could make a few small adjustments to it?

You can convert the login form to a standard form with 'Convert to form'.
After that you have complete control over the code (via the HTML object).
