Login and Admin

I've just moved my website from it test location to its new home and have been working my way through to isolate any bugs;

Initially I found the login would not work (Club Information Page) then discovered the user database file had not uploaded. I copied that over to the new location and now working. However when I try admin to edit the user database it won't show any of the passwords in the file. If I try to edit a user and allocate a new password, it accepts it but then when that user tries to login we get an error;

The existing, unchanged users can still get access.
What is the best way to sought this. Should I re-create the user datbase in the new location?

Maybe the database is read-only?
Did you give the file write permissions?

Still have this issue. Found file permissions were wrong now fixed.
Should the page containing the Admin object be php or html?
When editing a user should the Admin object show the decoded password or just the dots (currently, just the dots)?
I can confirm the admin is updating the user file. It seems that login will not direct any new users I've added to the secure page.

Update ------ Just had lightbulb moment, I had not added new users to protected page object.
Still would like answers to above please.

html is ok.

When editing a user should the Admin object show the decoded password or just the dots (currently, just the dots)?

The password will not be displayed because it is stored encoded in the database.
