Not sure if anyone here uses Google Checkout, but my guess, it is just another avenue for US and UK shoppers to choose from when checking out.
Some shoppers may not care for Paypal due to prior experiences with Paypal or EBay.

Google does not have an IPN system like Paypal for verification that I know about. Their cart system is more difficult to set up, just requires some digging into how you set it up.
