HOW TO: 1)lock pics when page is scrolling - 2)allow people to using fonts

hi to all of you.
I have to questions:
1) HOW CAN I "LOCK" pics or text in video, when inthe same time, page is scroling? I just want to watch in the same places the menu or other pics or text, in everytime, when in the same page, other text (for example) goes on scrolling.

2) HOW CAN I ALLOW people, to have the same text fonts, that I had using, without having them converted in fonts more usefull?
