Hyperlink switch

Have suddenly encountered problem with hyperlink, have done many in the past but now when I link to a file and enter file and open in pop up window (all of which I have never had a problem) and then ok, then Publish, open up website to find link cannot find web page.
When I go back into WYSIWYG I find the link has been changed from file to external web address. Help

You cannot control the way downloads work.
The target window option does not have any effect of ‘file’ links. This is a user preference in the browser.
The user is in control of what happens when they download a file based on their browser settings.

Sorry forgive an old git, I have done everything the same as always and it does not want to load file. I have checked and rechecked and deleted and done it all again and again and it still it says the same "web page cannot be found even though I have entered file not external web address.
Sorry as previously mentioned me old git please explain in my language what I can do to correct this, to the best of my knowledge nothing has been changed on my computer and I have done this link many times with no problem.

Maybe the file name is invalid or not websafe?

Tip: always include the URL of the page so I can see what you have done.

Thank you very much, it was the file name which was causing problem
