Normally Web Builder will run on any healthy Windows installation. If you have problems it's probably because some other software has overwritten important system files. Here's how you can fix this:
1. Go to the Microsoft download site and install this patch:

2. If you get the following error:
WEBBUILDER caused an invalid page fault in
module RICHED20.DLL at 0167:48010bac.
then download and install:
http://www.wysiwygwebbuilder.com/richupd.exe
or
http://www.wysiwygwebbuilder.com/riched30.exe
Note that these are all standard components of your Windows installation, so unless you are using a very old version you do not need to install these updates.
