Took a bit of digging, but I did determine how to make those edits using the form tools. Wish I had found it before I scrapped the whole form and started over. I am thankful for your response and it did point me in the right direction.

This is only happening on one page . . . and only in the 480 and 320 pixel versions of the site. The footer has a layout grid with text inside. That is exactly what I'm trying to do. However, when the page displays on a device that is wider than 320 px but not quite 480 px the flex grid is left aligned.
The header which is on a master page is also inside of a flex grid, but it aligns correctly.

Changed the sliders (which I really like the change) then turned my daughter the writer loose on the copy. The site's owner had written all his own copy, and you likely noticed, writing isn't his strong suit.

UPDATED: All is working now. What did I do? Shut down the computer and came back later. After uploading site, all is working. The program crashed several times today, had to shut it down with task manager at least twice this afternoon after it became unresponsive. Could that be causing this problem?

I do use layers as a spacer to keep the first layer off of the absolute top of a page. and the absolute bottom of a page. Inside of layers though, I usually use a transparent shape as a spacer.
