The "mailto:" action will cause the user's email client to open. When this happens the user adds whatever comments or questions he may have into the body of the email, and then he/she presses 'Send". Just a normal email function.

I am using the Time Greeting script, and noticed the displayed message going from morning to afternoon is off by one hour. Call off the hounds... I think I discovered where I screwed up! I had some code that needed to be inserted into the "Page HTML", and I think I inadvertantly hit the "Site HTML" button instead. Once I examined the code more closely, I recognized most of it, so that would make sense that it should not...

You might consider the use of 'cards'. When a user hovers over a link, a pop-up card can be displayed with further details of what the link does, so the user can decide whether he/she wants to follow the link or not.

I found my problem. It wasn't exactly the items you pointed out, but it gave me the clues I was looking for.

I have a 3rd-party script which I find is causing the issue, so now I need to either remove it, or work with them to find a solution.

If these elements are all part of your header, or banner, perhaps you could create a Master Page with these elements. Then, each individual page would include that common Master Page.

Note that an 'image' is not the same as a 'picture'. A picture is a CSS feature which supports different image (size, resolution) for different devices., it does not support Gaussian blur.
