When i today change one page (without form) and compile new all web pages, my emails is working only in text mode - the e-mail is send not from DPTS Form Processor, but probably from standard WWB feature. Try setting also the Form charset to UTF8 I have the WWB Form setup to UTF8, I have the DBTS Form processor setup to UTF8, And i got the page setup to UTF8. But still the same result.
