Re: Contractor needed for first project
I think adding comments to a programmer's thread does not make things messy. Maybe it would be good to set a one thread per programmer rule because otherwise it could become a zoo.

Re: Contractor needed for first project
It's clear, I think it's best if people decide by themselves if they trust an offering. An older account I think could be an indication of professionalism with the software. Account age is visible for everyone.

If Pablo would simply invite people to respond to the thread (without any kind of guarantee ofcoarse) the offerings could simply be a reply.

WebBuilder does not compile your efforts until you preview in browser. Also, you would probably want to have things designed to work on desktop/mobile equally well which requires more effort/study on design concepts of WB.

This may not be the answer you're looking for, but the differences between 8 and 19 are huge. Would it be possible for you to re-do it in 19 to be completely up to date? I think it would require you to know about Responsive Web Design.

It may be a suggestion to move to a newer Windows. I found this on Wikipedia:
I don't think it's worth development time to keep supporting systems that have run out of time, but maybe there is an easy fix anyhow.Mainstream support for Windows 7 ended on January 13, 2015.
